The spots are damage to the face, and you can't "clear" them. Unfortunately. Because putting in a new screen is pretty expensive, unless you do it yourself (there are actually tutorials on the web for just about every laptop). But the screen itself is still at least $100.
For cleaning the screen (once you get it fixed) use the same solution you'd use to clean plastic eyeglass lenses – the optical shop in Walmart sells one, so does any optician or optometrist. (Spray the cloth, not the screen – lightly. You want it just damp.)
